does not have right of way access for a sidewalk.<\/p>\n<p>&nbsp;<\/p>\n<p>Next we are considering requesting a sidewalk from Jones Lane to Quince Orchard \u2013 to add connectivity.<\/p>\n<p>&nbsp;<\/p>\n<p>July 2020:\u00a0 APPROVED: NPCA Application for Jones Lane Sidewalk<\/p>\n<p>&nbsp;<\/p>\n<p>We are excited to let you know that our application to put sidewalks along Jones Lane has been approved!\u00a0 The new sidewalks will be 5-ft wide and go along Jones Lane on the school side from Darnestown Road all the way to Doe Lane, connecting with a short segment of sidewalk already there.\u00a0 On the\u00a0opposite side,\u00a0a new segment will run from Lloydminster Drive to Falconbridge Drive to make sidewalks on both sides on Jones Lane Johnston, Chief, Division of Transportation Engineering, Montgomery County Department of Transportation, discussed the procedure for citizens requesting the installation of sidewalks in their neighborhoods.\u00a0 His division is responsible for designing and constructing sidewalks.<\/span><span style=\"color: #000000;\">\u00a0 <\/span><span style=\"color: #000000;\">He said sidewalks must be requested; the county won&#8217;t survey neighborhoods for needed sidewalks.\u00a0 The amount of citizen support matters in getting approval to install sidewalks and a public hearing\u00a0is required.\u00a0 The hearing officer issues a report of his\/her findings on the matter.\u00a0 In most cases they find for installing the sidewalks.\u00a0 The sidewalks must be at least 5 feet wide to meet ADA requirements.\u00a0 Jones Lane is an open section roadway, meaning that it has no curbs and gutters.\u00a0 Therefore, sidewalks must be properly graded to avoid flooding.<\/span><\/span><\/p>\n<p><span style=\"margin: 0px; line-height: 115%; font-family: 'Times New Roman','serif'; font-size: 12pt;\"><span style=\"color: #000000;\">Mr. Johnston advised us to go to the Montgomery County website\/ government\/transportation\/ transportation engineering\/sidewalks for a sidewalk application form.\u00a0 The best approach, he said, is to organize a community petition, plus the endorsement of the local school principal would be an asset.\u00a0 He said that there is no special benefit assessment for sidewalks, no extra taxes assessed to homeowners and the county will replace trees and work with homeowners regarding any shrubbery displaced by the sidewalk\u00a0installation.\u00a0 He also said that there&#8217;s no threshold requirement on the number of people who might use the sidewalk in relation to the merits of the application.<\/span><\/span><\/p>\n<p><span style=\"margin: 0px; line-height: 115%; font-family: 'Times New Roman','serif'; font-size: 12pt;\"><span style=\"color: #000000;\">Mr. Johnston added that\u00a0up to 12 miles of sidewalks are budgeted each fiscal year, and it takes about a year from submission of an application to the start of construction, assuming that the application is approved.<\/span><\/span><\/p>\n<p><span style=\"margin: 0px; line-height: 115%; font-family: 'Times New Roman','serif'; font-size: 12pt;\"><span style=\"color: #000000;\">Catherine E.
